Master Board and Condo Board, why two?
Really good question. But the simple answer is that this is the way our bylaws were set up by K Hovnanian when they formed the community. It was likely done this way because the expenses for the condominiums are different than those for the townhomes. The Master Association is responsible for the common elements of the entire Hilltop property (with a few minor exceptions). This includes the clubhouse, pool, roadways, parking areas, condominium driveways, retention ponds, landscaping, drainage etcetera. Every home is a member of the Master Association. Condominiums are also members of the Condominium Association. The Condominium Association is responsible for the condominium buildings, specifically, the structure, decks, roof, common utilities, fire sprinklers, building envelope etcetera.
So, the difference here is that the Townhome roofs, siding, and decks are the financial responsibility of the homeowner, not the Master or Condo Association. So, it is likely that K Hovnanian established the two associations to help keep funds separated for the upkeep of the condominium buildings.
